What gear ratio should i use on a sachs 340ss?

i have the motor in a 68 rupp sno sport. comet duster clutch, allouette exhaust, 40 mm mic. motor rips but having trouble matching up a proper ratio with the limited use of a 28 bottom gear. i have a 12, 13, and 14 top gear.
