Which public authorities should be notified when a B.C. co-op collapses during structural repairs?

Last week, builders went right through the ceiling during 'leaky condo' repairs to a co-op in Champlain Heights, Vancouver. Who should the co-op board notify? Co-ops are subsidized both federally and provincially in Canada but the municipality is in charge of building/repair permits.
